Mamit Gaikwad expressed serious concern regarding the Government’s decision to include B.Sc Nursing qualification as eligibility for the PHCO (ANM) posts. He stated that the decision may create inequality and administrative complications among various healthcare cadres working under the National Health Mission (NHM) and the public health system in Karnataka.
He stated that ANM aspirants are appearing for specific ANM-related examinations and are trained mainly for community-based healthcare activities, maternal and child health services, immunization, field-level public health work, and grassroots healthcare delivery. Including B.Sc Nursing eligibility in PHCO (ANM) posts may affect equal opportunity for ANM-qualified candidates and create imbalance in the recruitment process.
He further stated that Staff Nurses are mainly appointed for clinical and hospital-based roles, and mixing separate cadres and responsibilities may affect the professional structure within the Health Department.
He also stated that allowing B.Sc Nursing candidates for PHCO (ANM) posts may create future job security concerns among CHOs and may impact existing cadre structure and promotion pathways within the department.
He urged the Government to:
- Remove B.Sc Nursing eligibility from PHCO (ANM) posts.
- Protect existing ANM, Staff Nurse, and CHO cadre structures.
- Maintain equal opportunity in recruitment and promotion.
- Preserve distinct professional roles within the Health Department.
- Protect the service structure and future prospects of existing healthcare employees
He further stated that ANM Aspirants, ANM Contractual Employees, Staff Nurses, CHOs, and concerned associations across Karnataka are united and ready to take democratic steps if the issue is not resolved.
