R. Manasayya has strongly condemned the Government’s decision to include B.Sc Nursing qualification as eligibility for the PHCO (ANM) post. He stated that the move has created insecurity and injustice among existing ANM aspirants, ANM contractual employees, Staff Nurses, and Community Health Officers (CHOs) serving under the National Health Mission (NHM).
He stated that thousands of healthcare workers have been serving in rural and public health systems with dedication and commitment for several years. Sudden changes in eligibility criteria without protecting the existing cadre structure and service opportunities will seriously affect the future and career prospects of ANMs, Staff Nurses, contractual employees, and CHOs.
R. Manasayya warned that if the Government does not immediately remove B.Sc Nursing eligibility from the PHCO (ANM) post, a massive statewide democratic protest and agitation will be launched jointly by ANM aspirants, ANM contractual employees, Staff Nurses, and CHOs across Karnataka.
He urged the Government to:
- Immediately withdraw B.Sc Nursing eligibility for the PHCO (ANM) post
- Protect the existing cadre and recruitment structure
- Ensure justice and equal opportunity for ANMs, Staff Nurses, contractual employees, and CHOs.
- Respect the contribution of frontline healthcare workers serving in rural Karnataka
He further stated that the healthcare workforce of Karnataka stands united to protect their professional rights, dignity, and future.

Yes we don’t allow for injustice please take back your decision which is eligible criteria for PHCO (ANM) as Bsc nursing
I don’t know what they are thinking about health care workers, through out the year they are giving mental stress by announcing bad illiterate statement,,, I think they thought Karnataka sarkara made by their own decisions not by public..
It’s totally wrong decision took state government it’s injustice kindly take back this order..
Since 2017 we are working as CHO, almost 9 years, still not got permanent even after central guidelines to get regularize Cho cadre after 6 years of service. And inbetween here like this orders to give Cho post to PHCOs who are not degree holders directly affecting our financial conditions. So its our humble request take back that step orelse will conduct a massive state wide protest in all over Karnataka
How come they’ll consider phco, as bsc nursing eligibility this is highly imposible because they had taken ANM training and ANM training will never consider as degree.(ANM training qualification is 10th standard)….so BSC nursing is one of the reputed and professional course so the government should never consider it for phco ( qualification for bsc nursing is 12th science) and the government couldn’t not include Bsc nursing qualification as eligibility for phco ( ANM) post….so it is totally injustice for all the bsc nursing students as well as bsc nursing staffs….so the government has to take back there decisions …….
maharastra , tamilnadu other state giving more importance to contractual employees in Karnataka we have beg do permanent permanent by after graduations there is injustice is goingon in the health sector u don’t the degrees values and don’t know ANM, GNM, BSC nursing courses importance if it’s continues really we will not sit quit

Governament has to take back this order immediately, it will affect all working CHOS in karnataka state.
Gvt has to take the back this order because 12 package health service given by chos to poor people areas means subcenter level chos is most importent role in karnataka subcenters level….so govt has to take back the order

Considering ANM-trained candidates for PHCO posts along with B.Sc Nursing graduates is unfair to B.Sc Nursing students and staff. ANM is a training course based on 10th standard qualification, whereas B.Sc Nursing is a professional degree requiring 12th Science qualification and four years of higher education. Both courses have different academic standards, responsibilities, and professional value. Therefore, the government should not treat them equally for PHCO eligibility. This decision affects the dignity, opportunities, and future of B.Sc Nursing professionals. Hence, the government should reconsider and withdraw this decision in the interest of justice and professional standards.
Please remove this order and do justice for CHO s since working from 2017
