CHO Union Opposes NHM Karnataka’s New Contractual Policy

The Akhila Karnataka State Community Health NHM Contractual Employees Union (R) has strongly opposed the new contractual employment policy proposed by the National Health Mission (NHM), Karnataka.

According to the proposed policy:

  1. All NHM contractual employees will be appointed for a fixed tenure of two years.
  2. Upon completion of the two-year term, the contract will automatically end.
  3. Employees who wish to continue must reapply and undergo a fresh rejoining process.

The Union has firmly condemned this move, stating that the policy will severely impact the job security, service continuity, and social benefits of thousands of NHM staff, including Community Health Officers (CHOs) who have served the public health system with commitment and dedication for many years.

During the official meeting held on 16th October 2025 under the chairmanship of the Mission Director, NHM, the Union representatives strongly objected and opposed the implementation of this anti-labour policy.

State President Sri. Mamit Gaikwad of the CHO Union said, “This policy is completely unjust and anti-worker. CHOs and other NHM staff have been serving for years with dedication under challenging conditions.Instead of recognising our service and regularising our jobs, the government is trying to destabilise our livelihoods through frequent reappointments. We demand immediate withdrawal of this policy and creation of a permanent CHO cadre under the Health Department.”

    This policy should never be implemented under any circumstances.
    It is a wrong decision by the government many people will become unemployed and the value of education will be lost

    It feels like an indirect show of authority by the government as if education will no longer be respected here

  6. This policy is completely unjust and anti-worker. Without getting regular salary, incentives and 2-3 hariers. And we need justice to our work and need to regularize us instead of doing unnecessary things or orders.
